Collier County has received the Distinguished Budget Presentation Award for its 2011 budget from the Government Finance Officers Association (GFOA). The award is the highest form of recognition in governmental budgeting and marks the 25th straight year Collier County has received the GFOA honor.
“Collier County government’s commitment to fiscal integrity and transparency in all aspects of our financial management is exemplified by the GFOA award,” said Corporate Management and Financial Services Director Mark Isackson. “The award represents a significant accomplishment by Collier County and the staff at the Office of Management and Budget (OMB) under the leadership provided by the County Manager and the Board of County Commissioners.”
In order to receive the budget award, the county is required to satisfy nationally recognized guidelines for effective budget presentation. The guidelines are designed to assess how well the budget serves as a policy document, a financial plan, an operations guide and a communications device. Budget documents must be rated ‘proficient’ in all four categories to receive an award.
Along with the Distinguished Budget Presentation Award, the GFOA also recognizes the individual or department responsible for having achieved the award with a Certificate of Recognition for Budget Presentation which has been presented to OMB.
“Even though we have been able to sustain this award for 25 consecutive years, it continues to be a major challenge and accomplishment,” added Isackson. “Financial reporting requirements increase each year and the recognition from GFOA clearly demonstrates the professionalism and commitment of the OMB staff.”
The GFOA established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s recommended practices on budgeting and then to recognize individual governments that succeed in achieving that goal. Documents submitted to the Budget Awards Program are reviewed by selected members of the GFOA professional staff and by outside reviewers with experience in public-sector budgeting.
A formal presentation of the award was made today at the Board of County Commissioners’ meeting.
