On September 28, 2010, the Collier County Board of County Commissioners (BCC) approved an average reduction of 32 percent in the county’s road impact fee that took effect October 8.  A second reduction of 10 percent will be considered by the Board in the near future. The sharp decline in the road impact fee is the result of lower land and construction costs and follows 2009 reductions approved by the BCC that reduced the Road Impact Fee by an average of 6 percent for residential construction and 18 percent for commercial construction.

The BCC also approved reductions of 11.9 percent in the regional parks impact fee and 4.7 percent in the community parks impact fee. Overall, the proposed full decrease would lower impact fees by $4,588 for a 2,000 square foot single family home; $68,580 for a 10,000 square foot office building; $82,680 for a 10,000 square foot retail building; and $31,130 for a 10,000 square foot general industrial building.

“Impact fees were used to support growth-related infrastructure – such as roads, water and sewer facilities, parks, libraries and EMS stations – but with land and construction costs in decline, it’s only fair for these fees to now be reduced,” said BCC Chair Fred Coyle. “Impact fees did not inhibit growth or new construction during the boom years but instead provided for the infrastructure needed to accommodate new residents and businesses. Impact fees adopted by this Board enabled us to address critical issues that were neglected by our predecessors. Growth did pay for growth and now we are well positioned to accommodate any future growth resulting from a rebound in the economy.”

In addition to the impact fee reductions, the BCC also directed staff to develop economic incentives for construction projects that could begin within 90 days following adoption.
